 the right one when also the electric field is confined to the plane).
 
 
.. but you only get the log(r) form when you're looking at something like an infinite charged wire on the z-axis and examining the electric field on the (x,y) plane, which I doubt is the case here since z is assumed to be a vanishingly small dimension...?
