What do you mean with extrac libraries? I will use a royalty-free DOS-extender
+ Fortran Compiler which produces directly stand-alone EXE-files in that there
will be no need for any company owned libraries.

So the exe-files should be available without fees for the producer of the 
compiler i.e. totally free!
