I have learned from the WEBsite http://www.cordis.lu/fp5/src/call-nas.htm
that EC have used only 2/3 of all FP5 budget for the financing joint
projects and therefore it is possible for Newly Associatet States (NAS)
such as Lithuania to join to already existing FP5 Projects.
