409. NICER: Nagoya Iterative Computation Eigen Routines

The program is designed to solve standard and generalized eigenproblems for dense real-symmetric matrices. This system is superior in speed to either EISPACK or other comparable QCPE routines. Efficient algorithms account for the advantage. This advantage should be especially noteworthy in semi-empirical systems.
