QCPE Fee Schedule

Details of Payment

Terms of Trade

In order to be able to process a request for software QCPE needs the following pieces of information:

1. The name of the programs being ordered
2. The magnetic media on which the software is to be shipped

3. The computer on which you intend to use the software.
   
4. A complete Shipping Address
   
5. A complete Billing Address
   
6. A purchase order or other means of payment such as a credit card
   

We realize that a purchase order is not always required and we can work with other approaches to payment. In the case of VISA and MasterCard we also need to know the Expiration Date which is Shown on the front of the card.

You do not need to be a QCPE member in order to acquire software from us.

The above information can be sent to us in the form of a purchase order, a letter, an e-mail message etc. Purchase orders can be sent by fax as well as mail.

QCPE can accommodate ftp pickup orders or ftp delivery orders. If someone wishes to pick up an order by anonymous ftp all they need do is to indicate this on their purchase order or at the time they place their order. They must also supply us with their e-mail address so that we may contact them regarding the details of the order at the time when the order is ready to be picked up.

In the situation in which a customer desires QCPE to deliver an order by ftp we will need the following pieces of information:

1. The internet address of their computer
2. The account name into which we are to deposit the order
3. The password for this account
4. Their e-mail address

Printed documentation will be sent by the fastest means available when the documentation is not part of the system which is being sent.

There is an additional charge of $10.00 per order on all ftp orders whether they are picked up from our computer or delivered to your computer. This charge is independent of the number of programs ordered.

The prices shown in this fee schedule apply ONLY to the sale of software to individual researchers who are acting as individuals. In the instance of computer centers acting for either nations, corporations or academic and research institutions please contact QCPE regarding charges.

B. Tapes

H. QCPE Catalog

For those clients who are unable to access the catalog via the Internet, it is available on two 3 1/2" diskettes for IBM PCs or clones. It is available at no charge to or North American clients and to our overseas clients if it is part of an order. Otherwise, the charge will be $5.00 overseas to cover mailing and handling costs.

I. NOTE

VISA or MasterCard may be used for all purchases from QCPE. We will need the card number and its expiration date. Receipts will be issued for every purchase except for subscriptions and catalogs on diskette.

In the case of FTP orders whether they are to be delivered or picked up there is an additional charge of $10.00 per order. This charge is independent of the number of programs ordered.

QCPE can accommodate almost any form of payment. We can accommodate the following means:

QCPE has always operated on the basis that our quoted prices assume no mode of use other than that of the individual researcher. From our beginnings we have dealt with individuals even though we have permitted corporate purchase orders as payment for goods. This approach has permitted us to avoid getting involved with the question of licenses on every piece of software we move. It has permitted a more collegial relationship. However, it now appears that time and technology will deprive us of this small benefit.

For several years now certain nations, corporations and many academic and private research organizations have taken to the practice of obtaining a single copy of a piece of software and either openly distributing this software throughout much of their individual research establishments or making it available in an executable form for remote use. Our fee schedule was never developed for such use and I think that it must be obvious that if everyone decided this was the way to do business QCPE would not distribute much software. It would eventually not distribute enough software, at our present prices, to continue the operation at some point.

At present these groups or organizations are experiencing a very nice subsidy from the rest of the world which does not happen to do business in this manner. With the development of communications technology it is now becoming altogether too simple to carry out operations of this type and many other people may consider adopting this practice. Becasue of the present situation, which will probably get worse, QCPE now finds it necessary to clearly state the terms of trade and the limits of what one gets at the current fee schedule prices.

With the promulgation of this announcement we are hereby stating that the purchase of software fron QCPE at the prices stated in the Fee Schedule in force at any time does not convey to the purchaser the right to copy, deliver or convey this software in any form or manifestation, to another person or persons or to make access to said software available over any sort of network.

This policy is not intended to prevent a researcher's employing organization from paying the "individual researcher" price on behalf of a single research group if this is, in fact, the situation which exists.
